The Department of Commerce (DOC) is initiating “administrative reviews” of the tariffs imposed in 2015 on passenger and light truck tires imported from China.
This is a regular step in the process. After tariffs are imposed on products, there’s a system and schedule for manufacturers and importers to request that the tariffs be reviewed. That opportunity comes during the anniversary month of when the duties initially were imposed, and in the case of PLT tires from China, that was in August.
The DOC will review both the anti-dumping and the countervailing duties. Each review will examine data for a 12-month period, but the anti-dumping and countervailing reviews will look at slightly different timelines. The anti-dumping review will examine PLT tires from China from Aug. 1, 2019, to July 21, 2020. The countervailing review (which looks at subsidies the Chinese government has provided to manufacturers and shippers) will cover the 2019 calendar year.
Here’s a look at the companies that requested the review. Note, companies have 90 days to decide if they want to withdraw their review request.
The DOC intends to issue the final results of the reviews no later than Aug. 31, 2021.
